Job Description

ScholarMatch is seeking a part-time (30 hours a week) HR Manager to play an important role in our growing non-profit. The Human Resources Manager is responsible for overseeing HR benefits and systems, employee relations, ensuring compliance with regulations, assessing staffing needs, and supporting the employee lifecycle. The candidate should have outstanding project management skills to manage our human resources programs and initiatives that are in place. 

The Human Resources Manager is based in the San Francisco Bay Area  and may require occasional travel to ScholarMatch headquarters in San Francisco. This position will supervise the HR Coordinator and report to the Executive Director.

 

The role is remote but depending on business needs; evenings and weekend hours may be required. This role is slated to begin at the end of May 2026 or early June 2026 until November 17, 2026.

Primary Responsibilities:

  • Ensure organization is in compliance with local, state, and federal laws and regulations
  • Lead and support supervisors in the introductory and annual review process
  • Lead the implementation of human resources strategic policies
  • Manage staff wellness and identify staff needs through scheduled meetings and surveys
  • Maintain and audit personnel and company documents on a regular basis
  • Share HR information and updates and present in all-staff and supervisor meetings 
  • Project Manage by executing, and closing projects, ensuring they are completed on time, within scope, and on budget
  • Review and update KPIs and HR data as needed
  • Support supervisors with personnel issues in compliance with the SM Handbook and the proposed CBA
  • Collaborate with supervisors to determine staffing needs
  • Support the HR Coordinator in the recruitment, onboarding, and separation process (overall employee lifecycle)
  • Manage the HR and IS Team budgets; review and approve payments as needed to ensure controlled fiscal expenditures
  • Collaborate with the Finance and Program Coordinator to support in the payroll process as need
  • Support in the operations side as needed, including but not limited to scanning and reviewing mail/checks and maintaining a safe and secure office space
  • Perform all other duties and tasks as assigned, “all hands-on deck” mindset

QUALIFICATIONS

  • Bachelor's Degree in Human Resources Management or related degree
  • Five (5) years of human resources experience 
  • MacOs and GSuite proficient 
  • Excellent communication and superior interpersonal skills
  • Highly organized and detail oriented, superior project management skills
  • Good problem-solving skills
  • Budget management experience
  • Knowledge of labor laws and regulations, specifically in a union environment
  • Must be able to perform all functions of this position within what would be deemed to be reasonable accommodations
  • Must be able to communicate effectively with a variety of personalities and be comfortable working with a diverse group of important external callers and visitors and internal staff at all levels of the organization

Preferred but not required: 

  • HR certification (SHRM, HRCI, PHR, etc)
  • Experience working with union staff, specifically within a non-profit organization

EMPLOYMENT INFORMATION

Starting salary is commensurate with experience, regional location, and is based on a competitive public interest salary scale.

San Francisco Bay Area: $38 - $48/hour
